S3 Topic Proposal

A potential topic that I would like to talk about and advocate for is mobilizing the homeless. A little research I looked into was an organization that provides bicycles for the homeless to improve their circumstances and their self image and it would be a great thing to propose especially here in the city of San Francisco to the members in City Hall Council.
